Incentives for Private Property Owners
I want incentives to be provided to enable private owners who presently do not want too or do not have the funds to enhance their properties.

My house sits in 1/2 acre of land. I can't sell it (too expensive!)and can't afford to stay . So can I build a smaller family house for my own use on the paddock, reduce the market price of the main house and relieve some of the pressure both on my finances and the housing demand in Abergele?
