  Some more investigation into the traffic light sequence may improve the situation. Eg. Allow crossing on both sides of the Market Street/ Chapel Street junction. Allow traffic to move forward across this junction when the lights change to Green at the Market Street/ Water Street junction. Allow people to cross at every other change of Red/Green at the junctions.
